The role: As the OPA continues to strengthen its Learning & Development function, we are looking for an organised and proactive Learning & Development Coordinator to help us deliver effective, compliant, and accessible learning across the organisation.

This newly created role combines learning coordination, systems administration, compliance monitoring, and stakeholder support. You will maintain accurate learning and competence records, coordinate training from request through to evaluation, support audits, and reporting, and help ensure colleagues have the knowledge, skills and qualifications they need to work safely and effectively.

Operating within a COMAH-regulated environment, this is a varied role for someone who enjoys bringing structure to busy activity, working with data and systems, and providing a responsive service to managers, employees, and training partners.

This role is home-based, with occasional travel to OPA locations, training venues, and external events. Some overnight stays may be required.

The successful candidate will be expected to uphold the OPA’s Fundamental Business Values, maintain confidentiality, and comply with health, safety, environmental, quality and data protection requirements.

Responsibilities include:

  • Coordinate learning and development activity across the organisation, from initial request and booking through to completion, evaluation, and record update.
  • Maintain accurate employee learning and competence records within the Learning Management System and associated databases.
  • Monitor mandatory, compliance and refresher training, identifying upcoming expiries and supporting timely completion.
  • Create and maintain training schedules, learning plans, calendars and clear learner communications.
  • Coordinate internal and external learning events, including venues, virtual delivery, attendance, travel, and supporting logistics.
  • Act as a key contact for e-learning, induction, and day-to-day learner enquiries.
  • Liaise with training providers, coordinate documentation and certification, and maintain approved provider information.
  • Produce learning, compliance, and competence reports, analyse training data and provide accurate records for audits and reviews.
  • Support the Competency Management System and work closely with the Competence Assurance Team, subject matter experts, and line managers.
  • Raise purchase orders and supplier requests, track expenditure and support training budget monitoring and forecasting.
  • Support workforce development, careers fairs and recruitment initiatives that help build a pipeline of future technical experts and leaders.
  • Identify opportunities to improve learning processes, systems, data quality, and the experience of internal customers.

Full details of the responsibilities can be found in the job description for this role, which is available to download at the top of this advert.

The candidate: You will be someone who takes ownership, acts promptly, and maintains a high standard of accuracy. You will build positive relationships, listen carefully to stakeholder needs, communicate clearly and remain calm when priorities change. You will also be comfortable working independently while contributing positively to the wider Competence Assurance team.

Required Knowledge / Skills:

  • A minimum of three years’ experience in Learning & Development, training administration, coordination, or a comparable role.
  • Experience of maintaining training records, Learning Management Systems, or e-learning platforms, with strong attention to data integrity.
  • Experience coordinating training events and working with multiple stakeholders, suppliers and locations.
  • Ability to produce reports, analyse training data and monitor mandatory or compliance-related requirements.
  • Understanding of learning, competence and mandatory training requirements in an operational environment.
  • Strong organisational skills, with the ability to manage competing priorities and meet deadlines.
  • Confident use of Microsoft Office, particularly Excel.
  • Professional communication, sound judgement and discretion when handling confidential employee information.
  • Willingness and ability to travel occasionally within the UK, including overnight stays where required.

Qualifications and Desired Experience:

  • GCSEs, or equivalent, in English and Mathematics.
  • A CIPD Learning & Development qualification, or willingness to work towards one.
  • A Business Administration qualification, or equivalent relevant experience.
  • An internal audit qualification, or practical experience supporting audit, risk, compliance, or assurance activity.
  • Experience in a COMAH, Major Hazard, high-hazard, engineering, maintenance, or a similar safety-critical environment.
  • Knowledge of maintenance assets, safety-critical activities, and competency management systems.
  • Knowledge of procurement, supplier onboarding and purchase order processes.
